Description:
The CONGO-YAC is the newly developed Youth Advisory Committee to the Conference of NGOs in Consultative Relationship with the United Nations (CONGO).
Recognizing that young people were still the most under-represented participants in decision-making at all levels, a number of youth representatives to the General Assembly and youth organizations involved in the work of the United Nations proposed the establishment of a youth committee that would strengthen the participation and voice of young people at the UN. Specifically, they recommended the formation of a Youth Advisory Committee to CONGO (www.ngocongo.org). The Committee would aim to increase the participation of youth NGOs and youth in NGOs in CONGO's work, and would work to strengthen youth access, participation, and voice within the UN System more generally. This initiative gained the support of both the CONGO leadership and the UN Focal Point on Youth (www.un.org/youth), and in February 2003 they jointly invited a number of youth leaders and youth NGOs to New York to discuss a framework for the Youth Advisory Committee. Participants came from Asia-Pacific, Africa, the Middle East, Europe, North and South America and represented national, regional, and international NGOs. They developed terms of reference and a programme of work for the Committee, agreed upon a selection process and selection criteria, and formed an Interim Steering Group.
The Youth Advisory Committee's main activities will include:
- compiling and disseminating information to youth and youth NGOs, in a youth-friendly manner, to facilitate their access to the UN;
- facilitating collaboration with NGO liaison units of the UN System, especially those relevant to youth, regarding access for youth NGOs;
- presenting proposals for changes in criteria for NGO access, where these current criteria are barriers for youth and/or youth NGOs;
- collecting and disseminating information on training, fundraising, and support for youth participation in UN meetings;
- collecting and disseminating information on existing youth caucuses and assisting in the establishment of new youth caucuses where relevant.
